The Webometrics Ranking is published twice a year (in January and July).
It estimates about 25 000 universities in the world. Its methodology is based on 4 indicators:
1. popularity (number of links to external resources);
2. presence of a number of web-pages indexed by Google;
3. excellence (citation of scientific publications based on analytical data of part of SCImago Research Group);
4. openness, or transparency indicator that uses information from the profiles of the universities in the Google Scholar citations.
