According to Russian legislation all foreign nationals who enter Russia for studying, have to register with the Migration authorities at the place of studying within 2 working days. To do that, it is necessary to go to Department of Migration Registration of the International Center of Education (Moscow, Trubetskaya St., 8, building 2 - ADMINISTRATION), offices: 121-2, 125, 126 immediately after arrival to Moscow, with ALL necessary documents (passport/copy of passport, migration card/copy of migration card, visa/visa copy (if any), 1 photo). The registration at the place of temporary stay must be made every time after crossing the Russian Federation state border.
For prolongation of visa and migration registration foreign students, no less than 35 calendar days prior to the expiration of the visa or migration registration, have to provide ALL relevant documents (passport/copy of passport, migration card/copy of migration card, the counterfoil of the notification of the migration registration, for visas: the Questionnaire of the established format, 3 photos, a receipt confirming payment of state fee) to the Department of Migration Registration (DMR).
In case of loss of a passport and/or registration documents, it should immediately be reported to the police station nearest to the place of documents loss, where appropriate documentation will be issued that will then have to be submitted to your Embassy and a copy will have to be submitted to the DMR. After being issued with a new passport, the foreign student has to present it to DMR within one day for registration.
Departures of foreign students abroad are permitted only on vacations. Departures during the term have to be justified and are only allowed with the permission from the University administration (Centre for international education).
Foreign citizens from countries with which there is a visa regime, can study full-time only if they have a student visa. Students studying part-time and distance learning students are issued with invitation to enter the Russian Federation for the period of examinations.
Foreign citizens, studying at the University, must have a certificate of medical insurance. The specified certificate must ensure the provision and financing of services in case of sudden illness (ambulance), outpatient treatment, inpatient treatment and repatriation risk. If the certificate of medical insurance is issued abroad, the student must provide evidence that the necessary services will be rendered in Russia. The lack of medical insurance is considered a valid reason for foreign citizen deportation (Federal Law - 114 as amended on the 28.07.2012).
Foreign citizens studying full-time are not allowed to engage in commercial activities and employment.
RESPONSIBILITY FOR VIOLATING THE LAWS OF STAY IN RUSSIAN FEDERATION
Violating the rules of crossing the State border of the Russian Federation by foreign citizens and (or) vehicles or as well as crossing the border of the Russian Federation by foreign citizens and (or) vehicles in locations other than the official checkpoints across the State border of the Russian Federation and back are penalized by administrative penalty in the amount from two thousand to five thousand rubles with or without administrative deportation from the Russian Federation (art. 18.1 Code of administrative violations). If the foreign citizen violates the rules of entry to Russian Federation or the regulations of stay (residence) in Russian Federation, resulting in breaking of established rules of entry to Russian Federation, breaking the rules of migration registration, breaking the rules of movement or choice of place of stay or residence, breaking the rules of transit through the territory of the Russian Federation, not fulfilling the notification requirements for confirmation of their residence in the Russian Federation, or a contradiction to the stated purpose of entry to the Russian Federation to the one actually carried out during the period of stay (residence) in the Russian Federation, it is punishable by an administrative penalty ranging from two thousand to five thousand rubles with or without administrative deportation from the Russian Federation (art. 18.8 Code of administrative violations).
