The Project 5-100 results for the first three years and plans for 2016 were highlighted in the report delivered by the Deputy Minister of Education and Science of the Russian Federation Alexander Povalko. He recalled that on May 19 there was a meeting of the Russian Government dedicated to improvement of national collegiate competitiveness. The presidential decree as of May 7, 2012 № 599 prescribes that by 2020 at least five Russian universities should feature in the TOP 100 of global university rankings.
Russian universities should take their rightful places among international research and education centers and have already made the first steps in this direction. In these three years since the start of the Project the number of foreign students has much increased, as well as the faculty staff with experience acquired in leading academic centers of the world. The Deputy Minister counts that today about 400 international staff men work in Russian high schools or those, who can boast long-term experience of working abroad. Such officers are so effective in implementation of plans for increased publication diligence, because they are well aware of the rules and procedures applied by scientific journals to the research papers considering ratings of relevant periodicals, quantitative and qualitative characteristics and the ethical aspects of publication diligence. In particular, it helps to mitigate the so-called “predatory publishing” that means circulation of pseudoscientific or unedited articles or those already published in other journals despite the copyright issues.
According to the Ministry of Education, the total number of publications in international scientific journals has increased 2.5-fold, the number of highly cited publications – 3,5-fold. The competitiveness of Russian universities at global educational markets is gradually becoming stronger: now, there is a clear-cut vision of how the university should opertate to become not just modern, but "stepping beyond". Some thought-out projects aimed at transformation of educational and scientific activities are already being implemented. On the other hand, the international competition is getting even more severe: similar aggressive marketing policies are widely practiced by Japan and China.
"Just four years left to enter in the ratings", reminded Povalko and once more emphasized the importance of experience in research activities for university graduates, the need to "focus on the priorities" for achieving the goals. The universities have to prioritize on their own. The main thing is what result we are going to face. Each university participating in the Project 5-100 tailors its proprietary concept of development to be presented to the Council for Improvement of Competitiveness.
The initiatives and plans of the Association of Higher Education Institutions "Global University" were outlined by the Head of Vice-chancellors for Academic Affairs Club Irina Karelina. The priorities are, in particular, advanced skills in English, recruitment of international specialists, unrestrained academic mobility and online education programs. 
The discussion on Project 5-100 results and plans was moderated by the Head of 5-100 Project office Mikhail Antonov, whilst the Head of Strategy, Analysis and Prognostication Department of Russian Ministry of Education Grigory Andrushchak was answerable almost for everything. They both noted that so far Sechenov First Moscow State Medical University is one and only medical school taking part in Project 5-100 and expressed gratitude to the University management for perfectly excellent performance of the conference organization.
